  1. INTRODUCTION:

Welcome to the BLSA; The British Land Speedsail Association. We hope you enjoy Blokart Sailing & Speedsailing in safety, taking advantage of all the activities on offer, such as local meets, fun days, racing in national and international events, and training opportunities.

Membership of the BLSA – Adult Member / Junior Member / Friend of the BLSA.

Joining the BLSA as a full Adult or Junior Member will provide you with up to one full calendar year of Sailing Insurance and member benefits as laid out in the section below. At the end of the calendar year in which you have been a full member also included in your membership is an additional year of membership as a Friend of the BLSA. Whilst as a Friend of the BLSA you will not be insured, permitted to sail, or vote in the AGM, and your name can’t be published in the online member list, it allows you to keep in touch with the BLSA and vice versa, receiving, updates, news articles and messages from the BLSA. Being a friend allows the BLSA to retain your basic contact information on file as a “friend of the BLSA” member for a year and reach out to you to do basic things like enquire as to whether you wish to re-join the association as a full member. It also allows us to keep your K sailing number reserved for you for the year after your full membership lapses. You can write to the membership secretary and cancel your included “Friend of the BLSA” membership, however, this will result in all the membership info the BLSA holds on you being deleted after your full membership period expires and your “K” sailing number being de-reserved and returned to the pot for reallocation.    

Junior Member Policy

Junior members are the future of Blokarting and as the BLSA as an association we want to do everything that we can to encourage junior member participation in a safe and responsible way. This includes sailing safety and how we look after the data we hold about junior members (please see our junior member data policy in our BLSA privacy statement.)  

  • The BLSA needs to obtain the consent of a legal guardian for us to handle and process the data of junior members under the age of 13. For a junior member below the age of 13 to join the BLSA we therefore need written consent from the legal guardian. Please write to the membership secretary
  • It is an insurance condition that junior members must be of seven years of age before they can take sole control of a Blokart
  • Junior members below the age of 16 must sail in the presence of their legal guardian or with the legal guardian’s consent in the presence and with the oversight of an experienced full member with over three years regular sailing experience or a member who has completed a trainee instructor course.

Full Adult and Junior Membership Benefits:

  • A world-wide insurance policy that covers you for third-party damages up to
    £5million (you must let the insurers know if you intend to travel to
    any country that the UK government advises against visiting.)
  • Access to a wide range of land-sailing venues across the UK (some are exclusive to
    our membership.) A list of land-sailing venues and local clubs is available on the website.
  • The opportunity to take part in a range of club meetings and Fun Weekends.
  • National race events which are the biggest and best one-design land-sailing races in
    the country.
  • Access to our BLSA members-only Facebook group; arrange meets, chat and share information with others.
  • Support, coordination, and information for members taking part in overseas events.
  • Instructor training opportunities that allow you to deliver lessons and introduce
    others to the sport quickly and safely.
  • For Dealers and Activity Providers we provide promotion and publicity opportunities
    to help develop your business.
  • The knowledge that you are part of by far the largest national Blokart-Sailing club or
    association in Europe (Whatever you want from your membership, please
    have fun, and stay safe.)

  • At some point soon the BLSA are planning to introduce a Members List on the BLSA website viewable to all full members when logged in. Members will need to opt in, consenting to participate in the online members list. When individual members consent (opt in) basic details such as Name, Member Photo, K Number, and region of the UK where they reside will be shared with other members. No personal information such as address, email, telephone number will be shared or visible to other members. Built into the online members list will be an inter member messaging facility (no email address, address or contact numbers will be visible to or shared with other members) that will allow full adult members who opt into this feature, by self-activating messaging, to see who else lives in their region, communicate with other members and set up sailing meets. It is hoped that this feature will encourage wider participation and sailing activity, particularly for those members who do not live within easy reach of an affiliated blokarting club. It is expected that all members will be polite and civil when using the messaging function. The standards expected by members when they communicate with each other and redress for misuse is laid out under the code of conduct below.    
  • Code of Conduct
  • Only Blokart/Speedsail on open sites where landowners written permission for use has
    been granted. Contact BLSA if in doubt.
  • Always observe local byelaws.
  • Always have your sail numbers on all your sails.
  • Wear protective clothing – a safety helmet, eye protection and seat belt are to
    be worn whilst sailing.
  • Carry your proof of membership details & insurance details when sailing. Your proof of membership is your logged in Pilot Profile page on the BLSA site. Please upload a recent clear passport style photo to your pilot profile as this is the easiest way of proving your identity. Take a screen shot or photo of your pilot profile and save it on your mobile phone / or print it out so you can easily access it on those situations where they may be limited or no internet coverage.
  • Do not sail too close to pedestrians or animals; they have the right of way.
  • Whether racing or sailing socially use IBRA (International Blokart Racing Assoc) rules as a guide and check for any local variations.
  • Be considerate and polite to others, whether members of the BLSA, other clubs or associations or the public – Do not bring the BLSA into disrepute. This equally applies to face-to-face communication or interaction over social media or the BLSA’s inter member messaging service. Whether involved in racing or not, A BLSA member should be mindful of and act in the spirit of the international IBRA Blokart Sailing rules that cover” Code of Conduct” section A.6 namely but not limited to, BLSA members must.

“Act with the utmost integrity, honesty and responsibility”

               “Act in good faith towards each other with mutual trust and understanding in all their

                dealings”

              “Treat others with respect – verbal abuse and/or discrimination will not be tolerated”

Complaints about the behaviour of a BLSA member that persistently or seriously fall below the required “code of conduct” standards of the association, can be reported to the exec committee of the BLSA who may decide to act against the member as outlined in sections 3.9.2 of the BLSA constitution.    

  • If you are deemed unfit to drive due to a medical or other condition or are
    under the influence of alcohol or drugs, you must not sail.
  • Always make your presence as visible as possible, use warning signs and flags.
  • Do not drop or leave litter-take it home or put it in a bin.
  • Park vehicles sensibly – do not obstruct rights of way or access points; it might be you
    that needs the Ambulance!
  • Insurance:
  • BLSA Insurance gives you £10 million public liability cover against injury or damage to
    other person(s) or property.
  • It is particularly important to have third party liability insurance currently, most councils
    insist on it, but may not enforce this, it is up to you to be responsible for your actions.
    The BLSA cannot help you if you do not follow these guidelines.

What it covers.

  • Blokart Sailing and Land Speedsailing worldwide; either recreational or racing you
    must ensure that the insurers are notified if you intend to sail somewhere where the
    UK Government has advised against travelling
  • Member to member cover.
  • Event organisers and helpers at BLSA events.
  • Attendance at events organised by other organisations such as FED/British
    Landsailing/FISLY.
  • The BLSA insurance does not cover you or your kit.

Insurance conditions:

  • It is a condition of our insurance that before sailing on a site written permission must have been sought and granted from the landowner or controlling local authority. (We will help you with trying to open a new venue; contact a committee member.)
  • Always have your Sail Number on all your sails.
  • If you sell your kart or do not renew your membership, remove your sail numbers from the sails.
  • Carry your proof of membership details & proof of Insurance with you when
    you go sailing.
  • Wear suitable safety equipment: helmet, gloves, eye protection and appropriate

         Footwear (no flip- flops or sandals!); you must always wear your seatbelt when Blokart

         sailing.

4. Conditions of Sailing:


The BLSA advise sailors to adhere to the following conditions of sailing


1.Sailing Areas:

Please ensure that permission to sail has been granted from the relevant local authority or landowner before sailing on a venue. Some venues that have received permission to sail also have additional restrictions.


Examples of venue restrictions could be:


1.1. Written permission should be obtained from the local controlling authority.
1.2. Where a specific area has been designated as a ‘wind zone’ – permission may be required from the local controlling authority or the local wind sport association/club. e.g.,

  • Weston super Mare – The BLSA.
  • Pembrey / Pendine – Carmarthenshire Land Sailing Club.
  • Ainsdale Beach – Sefton Council (proof of insurance required.)

1.3. Restriction to months in the year, days in the week and hours in the day that a venue may be used for Wind Sports e.g., Gwithian Towans – Restricted July 11th – September 6th 10am – 6pm.

1.4. Privately Owned Land – in which case permission to sail must be obtained from
the Landowner or manager. E.g., Cotswold Gliding Club.

2. Safety:


2.1. If using a venue for an organized event (e.g., racing) to which the public have access then; adequate warning signs should be placed around / on access points into the area unless the specific area has been designated as a wind zone or as a suitable area for use of wind powered craft.

2.2. Sailing should only take place if visibility allows both sailors and the public to see the area in which the craft are operating.
2.3. On beaches open to the public where there is no provision for a dedicated ‘wind zone’ a Risk Assessment must be performed before the event and approved by The BLSA Committee. Racing, Fun W/E’s, Club Days etc., organized during the months of July and August must be Risk Assessed and
approved by the BLSA Committee. The BLSA will not endorse events during this period unless a full Risk Assessment is produced and approved. BLSA insurance cover may be invalidated for anyone ignoring this.


2.4. Organised events will follow Health and Safety guidelines. Warning signs / flags / markers should be used if the sailing is of an organised nature in areas open to the public where there is no designated area or zone.

3. Weather conditions


3.1. Sailing will only take place if visibility allows both sailors and the public to see the area in which the craft are operating.
3.2. Wind speeds for sailing are at the discretion and experience of the individual sailor (common sense usually prevails).

5. K- Numbers:

  • All K numbers are and remain the ultimate property of the BLSA.
  • K numbers can not be sold or transferred directly between members
  • The only individual with the authority to allocate or transfer a K number is the current Membership Secretary of the BLSA.
  • On joining the BLSA a new member will be allocated a K Number.
  • Your allocated K Number should be clearly displayed on all your sails whilst sailing. This a specific condition required by our insurer. A member sailing without K numbers clearly displayed is uninsured.
  • If you cease to be a member of the BLSA your K number must be removed from your sails. You have no right to either sail or display an K number if you are uninsured. To be insured you must be a member of the BLSA.
  • The allocated K number remains reserved to the member it was allocated to for the entire time they are a paid-up member of the BLSA and for the calendar year following the year in which they were last a fully paid-up member. At the end of that period if the member has not re-joined the BLSA, their sail number will be considered no longer reserved and may be allocated to a new or existing member.
  • Some sought after K numbers have previously been allocated to a specific member via auction to raise money for charity (a list is held by BLSA committee.) These K numbers remain the property of the BLSA and the same rules that cover other allocated K numbers apply.
  • To meet legal requirements under GDPR legislation The BLSA is legally compelled to de-reserve a K Number when membership expires as it is linked to personal information that we are not allowed to retain.

6. List of sites and places to sail:


An up-to-date list of usable sites for Blokart Sailing & Speedsailing is displayed on the BLSA website.

  • BLSA Events Calendar:
  • BLSA fun days and weekends will be advertised on the BLSA Events webpage.
  • B-Racing weekends will be advertised on the BLSA Events webpage.
  • The BLSA British Blokart Open Championship will be advertised on the BLSA Events
    webpage.
  • BLSA AGM: The BLSA AGM as required by the BLSA Constitution is normally held in Oct/Nov. Notification of the AGM will typically be posted on the BLSA Website and BLSA Facebook Page.
  • European Championships: A full listing of European Championships is available on the BLSA Website.
  • AGREEMENT BETWEEN USER AND THE BLSA RELATING TO USE OF THEBLSA WEBSITE
  • The web Site is comprised of various Web pages operated by The BLSA.
  • The The BLSA Web Site is offered to you conditioned on your acceptance without modification of the terms, conditions, and notices contained herein. Your use of the The BLSA Web Site constitutes your agreement to all such terms, conditions, and notices.

MODIFICATION OF THESE TERMS OF USE

  • The BLSA reserves the right to change the terms, conditions, and notices under which the The BLSA Web Site is offered, including but not limited to the charges associated with the use of the The BLSA Web Site.

LINKS TO THIRD PARTY SITES

  • The The BLSA Web Site may contain links to other Web Sites (“Linked Sites”). The Linked Sites are not under the control of The BLSA and The BLSA is not responsible for the contents of any Linked Site, including without limitation any link contained in a Linked Site, or any changes or updates to a Linked Site. The BLSA is not responsible for webcasting, or any other form of transmission received from any Linked Site. The BLSA is providing these links to you only as a convenience, and the inclusion of any link does not imply endorsement by The BLSA of the site or any association with its operators.

NO UNLAWFUL OR PROHIBITED USE

  • As a condition of your use of the The BLSA Web Site, you warrant to The BLSA that you will not use the The BLSA Web Site for any purpose that is unlawful or prohibited by these terms, conditions, and notices. You may not use the The BLSA Web Site in any manner which could damage, disable, overburden, or impair the The BLSA Web Site or interfere with any other party’s use and enjoyment of the The BLSA Web Site. You may not obtain or attempt to obtain any materials or information through any means not intentionally made available or provided for through the The BLSA Web Sites.

TERMINATION/ACCESS RESTRICTION
